Select a state, and then teleport your city randomly. Any troops sent or garrison troops in your city is not allowed while teleporting.

Once the city teleporter is applied, the player will be able to choose the state and see how many players and cities are in each state along with the player rate (seen as a percentage) for each state. It will be in a combination box.
For example, one item would be: state: North March, Players: 1748, Number of cities: 4322, Player Rate: 52%. (Now that this information is available, there is no way to cancel. There is only OK button.)
