Cover Up Army Maneuvers
In ancient wars, army hoisted their flag and beat the drum to boost the morale. If an army stops doing these, their adversary may be deceived that there was ambush lain in front of them, therefore, they retreat. This ploy is metaphor for secret military maneuvers.
