Increase a hero's loyalty by 40 when rewarded and is used for hero persuasion.
Freedom Medals are one of the requirements for the following Titles:

Medal Reward is an important encouragement system. A country gives it as award to those who make outstanding contribution to the nation. Beside as award given to heroes, it can also be used in the Persuasion of rival heroes.

Can be found in Level 10 Swamps and Flats.
Freedom Medals are found more often in LV 5 NPCs by attacking with 500 Ballistas and Transporters on both Age 1 and 2.
They are also reported to be found in LV 6 NPCs as seen below:
"I have found Freedom Medals by attacking Lvl 6 NPCs with 50,000 warriors. You will have around 10k warrior loses, however, I have had a couple of Freedom Medals this way - Reiku"
"I have tried this combo attacking a level 6 NPC 4 times, and nothing :( PrincessP"
