Cottages offer the
Population shelter, and increase the
Population Maximum.
Before the creation of functional housing, primitive people lived in caves and trees. These domiciles offered little in the way of protection against the natural elements, so shanties were built using available local resources. These makeshift residences eventually evolved into cottages that were able to house and protect the urban and rural populace.

Each Cottage starts at a base 100 increase in population maximum. Each Level grants 100 more population than the last level (Level 2 gives 200 more over Level 1, Level 3 gives 300 more over Level 2). Level 1 Cottage offers the fastest Time:Population Increase Ratio at 0.75 Seconds/Population, while Level 10 Cottage offers the slowest Time:Population Increase Ratio at 38.4 Seconds/Population.
Considering all requirements, the maximum population any city can have is 176000 (32 Level 10 Cottages).
