Relative prestige is the net prestige gain when upgrading a building from the level before.

The relative prestige gain is different depending on your prestige amount. A person with 10k prestige will get more prestige from a lvl 4 iron mine than say a 200k prestige player. Without real data, the relative prestige of a player is not known to be of great importance.
