Conquering the valley isn't necessary for getting medals. If you're also trying to level your heroes, it does keep a steady trickle of exp going to them, and if you abandon the valley only before attacking again, your chances of getting resource % is better. In this case, you can keep about 3-4 heroes going steadily on valleys adjacent to their cities, and more heroes than that won't conquer much quicker.
If you're purely medal farming and not concerned with exp or resources, you can just load up your rally point with heroes and keep them running solid on the same valley, without conquering. Since this doesn't give the valley chance to regenerate, even initial losses will be reduced to zero, as will exp and resource gains, but your drop rates will be the same. I concur with Lord Occam - max out your valleys, then start medal hunting. It's just bizarre doing the repeat abandon cycle.
Once you are past the lower ranks and can build up sizable Ballista forces Medal hunting becomes a doddle for all the middle ranked Medals. In order to feed your expanding army you will need to farm the Barbarians. Attack L4 and L5 NPC's and the Wisdom, Freedom, Courage and Honor Medals will drop into your hands without much effort. I've been at it for two months or so and have 270 Courage, 156 Wisdom, 147 Freedom and 92 Honor Medals.
This will only take you as far as Marquis however, when the going gets tough again. Create a Ballista force in excess of 10,000 strong, build lots of Barracks, recruit Archers like crazy and start hitting the L10 NPC's. With the right combination of items activated, a weak defending Hero and an L10 Rally spot (use the Medic camp!!!) it becomes feasible to attack 4-5 L10's a day. From a small sample of about 20 hits, the drop rate appears to be about 40% zilch, 40% Nation Medal, 20% Justice medal.
