Can anyone clarify on this one? Am I correct that levels 2 & 3 provide no benefit?

You are correct. The relief station should only be built up to levels 1, 4, 5, 8, and 10, any other level and you get the benefit of the one previous.

Yes, it's worth it to get lvl 5 as quick as possible; then benefits drop off very rapidly. When compass and horseback riding are both lvl 8 or higher, it becomes more worth it to get the x5 multiplier.

Scout 3000 speed, with compass 5 and relief station 5 - 18000

                 with compass 5 and relief station 8 - 22500 -- 4500 faster
                 with compass 8 and relief station 5 - 21600
                 with compass 8 and relief station 8 - 27000 -- 5400 faster

Ballista 100 speed, with riding 5 and relief station 5 - 600

                   with riding 8 and relief station 5 - 720 -- only 120 faster
                   with riding 8 and relief station 8 - 900 -- 300 faster

The improvements only get better at 10 compass/riding and x6 speed. But is it worth two scripts for it?
