Details:
Increase a hero's loyalty by 40 when rewarded and is used for hero persuasion.
Freedom Medals are one of the requirements for the following Titles:

Medal Rewards:
Medal Reward is an important encouragement system. A country gives it as award to those
who make outstanding contribution to the nation. Beside as award given to heroes, it can
also be used in the Persuasion of rival heroes.

Where to Obtain:
Can be found in swamps, and flatlands. Usually in lev. 5-6-7.
Also in Barbarian medium level cities 4 & 5.
- Attacking level 5 NPC cities with 800 ballistas does the trick. Trust me.
